{"id":8264,"date":"2026-04-30T12:30:17","date_gmt":"2026-04-30T09:30:17","guid":{"rendered":"https:\/\/opekcy.org\/?p=8264"},"modified":"2026-04-30T12:31:36","modified_gmt":"2026-04-30T09:31:36","slug":"european-security-defence-confrontation-or-convergence","status":"publish","type":"post","link":"https:\/\/opekcy.org\/en\/european-security-defence-confrontation-or-convergence\/","title":{"rendered":"European Security &#038; Defence: Confrontation or Convergence?"},"content":{"rendered":"<h3><strong>Bicommunal Dialogue Explores Implications for the Cyprus Peace Process<\/strong><\/h3>\n<p><strong>Nicosia, 30 April 2026<\/strong><\/p>\n<p>A high-level bicommunal round table discussion on evolving European security and defence policies and their implications for the UN-led reunification efforts was held on Tuesday, 21 April 2026, at Ledra Palace, Nicosia.<\/p>\n<p>The event was co-organized by the <strong>Association for Social Reform (<\/strong><a href=\"https:\/\/opekcy.org\/\"><strong>OPEK<\/strong><\/a><strong>)<\/strong> and the <strong>Cyprus Peace and Dialogue Centre (<\/strong><a href=\"https:\/\/cpdc-official.com\/\"><strong>CPDC<\/strong><\/a><strong>)<\/strong>, bringing together political representatives, academics, policy experts, and opinion leaders from both communities to examine how evolving European defence dynamics intersect with the Cyprus peace process.<\/p>\n<p><strong>Key Messages<\/strong><\/p>\n<p>The keynote speakers underlined that current geopolitical developments and growing uncertainty in transatlantic relations make the development of a European Security and Defence Union increasingly necessary, stressing that the EU must move forward in taking crucial decisions to shape a new security architecture.<\/p>\n<p><strong>Ioannis Kasoulides<\/strong>, former Minister of Foreign Affairs, emphasized that such a framework could create a <strong>\u201cwin-win\u201d dynamic<\/strong> for Europe, Cyprus, and regional actors, particularly if it evolves into a modern security mechanism capable of replacing outdated arrangements and supporting a balanced and sustainable settlement in Cyprus. At the same time, he stressed the importance of <strong>strategic pragmatism and flexibility<\/strong>, warning that rigid or exclusionary positions\u2014particularly regarding the participation of key actors such as T\u00fcrkiye\u2014could prove counterproductive.<\/p>\n<p>From the Turkish Cypriot perspective, <strong>Fikri Toros<\/strong>, a senior politician of the Republican Turkish Party (CTP), stressed that the impact of European defence integration on Cyprus will depend critically on <strong>how inclusive it is in design and implementation<\/strong>. He highlighted that an inclusive European framework\u2014one that meaningfully engages all stakeholders, including T\u00fcrkiye\u2014could act as a <strong>catalyst for convergence and confidence-building<\/strong>, whereas an exclusionary approach risks reinforcing division and mistrust.<\/p>\n<p><strong>Menelaos Menelaou<\/strong>, negotiator of the Greek Cypriot community, emphasized the importance of <strong>preserving the foundations of the Cyprus settlement process<\/strong>, including political equality and the agreed basis of a bizonal, bicommunal federation. He noted that a sustainable security model must move beyond outdated arrangements and align with EU principles, while avoiding confrontational approaches that have historically failed to deliver results.<\/p>\n<p>Similarly, <strong>Erhan Er\u00e7in<\/strong>, former representative of the Turkish Cypriot leader, highlighted the <strong>structural challenges of European defence integration<\/strong>, stressing that the absence of a clear common strategic vision within the EU limits the feasibility of a fully-fledged Defence Union. At the same time, he emphasized that <strong>inclusive engagement\u2014particularly with T<\/strong><strong>\u00fcrkiye<\/strong><strong>\u2014is essential<\/strong> for any future European security architecture to be credible and effective, especially in relation to Cyprus.<\/p>\n<p>Interventions by Professors <strong>Ahmet S\u00f6zen<\/strong> and <strong>Pavlos Pavlou<\/strong> converged on a critical point: the current Cyprus approach\u2014based on entrenched narratives and \u201cbusiness as usual\u201d\u2014is no longer viable in a rapidly changing and more securitized international environment. They emphasized that continuing with existing patterns of engagement will only reproduce stalemate and called for a <strong>strategic shift towards more flexible, inclusive, and forward-looking approaches<\/strong> that reflect emerging global realities.<\/p>\n<p>The debate was facilitated by <strong>Fiona Mullen<\/strong>, Economic and Political Analyst.<br \/>\nOpening remarks and closing reflections were delivered by <strong>Kyriakos Pieridis (OPEK)<\/strong> and Dr. <strong>Meltem Onurkan Samani (CPDC)<\/strong>.<\/p>\n<p><strong>Convergences<\/strong><\/p>\n<p>Across the discussion, participants broadly agreed that:<\/p>\n<ul>\n<li>The status quo in Cyprus is <strong>unsustainable<\/strong> and requires new strategic thinking<\/li>\n<li>European defence developments are <strong>increasingly relevant<\/strong> to the Cyprus problem<\/li>\n<li>A shift away from <strong>zero-sum and confrontational approaches<\/strong> is necessary<\/li>\n<li>European frameworks could potentially serve as <strong>confidence-building mechanisms<\/strong><\/li>\n<\/ul>\n<p>At the same time, key debates focused on:<\/p>\n<ul>\n<li>The <strong>scope and feasibility<\/strong> of a European Defence Union<\/li>\n<li>The <strong>role of T\u00fcrkiye<\/strong> in any future European security architecture<\/li>\n<li>Whether EU defence integration will act as a <strong>driver of convergence or a new source of tension<\/strong> in Cyprus<\/li>\n<\/ul>\n<p><strong>Next Steps<\/strong><\/p>\n<p>The round table provided a structured space for <strong>substantive and forward-looking dialogue<\/strong> on the intersection between European defence integration, Cyprus\u2019s security architecture, and the UN-led peace process. High-level officials from the <strong>UN Good Offices<\/strong> and the <strong>European Commission<\/strong> were also present and described the discussion as valuable and productive.<\/p>\n<p>A key takeaway is that the outcome\u2014<strong>confrontation or convergence<\/strong>\u2014will depend on political choices, inclusivity, and the ability to align European developments with the realities of Cyprus and the wider region.
